Francesca Minickene, 21, of South River, was charged with assaulting a police officer in Old Bridge after a routine traffic stop gone bad – and caught on video.

Minickene was later released and FREE TO GO under NJ Bail Reform after the Arnold Foundation’s “Pretrial Risk Assessment” tool determined that she was not a danger to the community or a flight risk and therefore should not be subject to any accountable release – just a “promise” to appear.

Vincent Galgano, vice president of PBA Local 127 in Old Bridge had this to say…

“It’s appalling. It’s saying you can assault a police officer and you get home detention,” said Galgano. “It gives people a free pass to assault cops.”

“It looks bad for law enforcement,” he said, adding that Minickene’s release sets a bad precedent.

PBA upset over release of woman accused of attacking Old Bridge cop

A 21-year-old South River woman who is accused of repeatedly punching an Old Bridge police officer following a traffic stop last week that was captured on video has been released from custody.

Francesca Minickene was released Tuesday from the Middlesex County Adult Corrections Center in North Brunswick following a detention hearing before Middlesex County Superior Court Judge Michael A. Toto.

She was released with the conditions of an 11 p.m. curfew, with the stipulation that her mother is to inform police if she is late. Minickene also is to enroll in an anger management program within 14 days, gain employment within 30 days and avoid contact with the victim, Old Bridge Police Officer Ronia Walrond, according to the Middlesex County Prosecutor’s Office.

And that’s upsetting news for Vincent Galgano, vice president of PBA Local 127 in Old Bridge, noting that Minickene was released without bail.

“It’s appalling. It’s saying you can assault a police officer and you get home detention,” said Galgano. “It gives people a free pass to assault cops.”

He noted that Minickene spent little time in jail.

“It looks bad for law enforcement,” he said, adding that Minickene’s release sets a bad precedent.

On Aug. 8, Minickene was accused of causing serious bodily injury by assaulting Walrond and punching her in the face, head and chest with her fists following a motor vehicle stop on Route 516 in Old Bridge.

Minickene was charged with aggravated assault, assault on a police officer, resisting arrest, obstruction of the administration of the law, careless driving, driving with a suspended license and driving with an expired license.

Minickene also allegedly threatened Walrond by saying her brother received 30 years in prison because of Walrond and that the officer better watch her back and not sleep at night, according to the complaint.

Galgano said Walrond treated Minickene professionally.

According to police, Walrond pulled over Minickene at the Circle Manor Plaza shopping center on Route 516 around 12:30 p.m. Aug. 8 for allegedly exceeding the speed limit.

During a check of Minickene’s credentials, Walrond found she was driving with a suspended and expired license and asked her to step out of the vehicle. Minickene refused and began punching Walrond before the two women became involved in a scuffle.
