Jersey City, NJ – Man arrested for choking woman unconscious and using stun gun on her as she fled – FREE TO GO under NJ Bail Reform

Ronald S. Parra, 23, of Jersey City, is charged with allegedly choking a woman unconscious and then used a stun gun on her once she gained consciousness and tried to get away from her attacker. When police attempted to arrest Parra at his home, he fled out the back door of his apartment before police were finally able to track him down.

Parra was released and FREE TO GO after the NJ Bail Reform “Pretrial Risk Assessment” deemed him not a threat and therefore not subject to detention or bail.

Jersey City man charged with choking woman, using stun gun on her

A Jersey City man is facing assault charges after he allegedly choked a woman until she passed out and then used a stun gun on her. 

Ronald S. Parra, of the 100 block of Hutton Street, was charged with two counts of aggravated assault, one for allegedly choking the woman and a second for allegedly shooting her with the stun gun, the criminal complaint says.

The 23-year-old is also charged with obstructing a government function, resisting arrest and weapons offenses, the complaint says.

Following the May 20 incident, the woman went to the North District police station and told officers that Parra choked her inside his vehicle. She said that when she regained consciousness she got out and tried to get away but he followed her and used the stun gun on her, the complaint says.

Police went to Parra’s home but after answering the door he immediately closed it and blocked it with his body. He then ran through the apartment and out a rear door before being arrested, the complaint says. 

He appeared in Criminal Justice Reform Court on May 24 and the state moved to detain. However, Parra was released from custody Friday with conditions of supervision pending trial.
