Belleville, NJ – Township Council Unanimously Votes on Measure to REPEAL NJ Bail Reform

Belleville Township council voted Tuesday on a resolution to repeal New Jersey’s Bail Reform.

Mayor Raymond Kimble, a former Belleville police chief, said pre-trial detention is not working as was expected under the new system. “They’re letting too many people out and then they’re committing more crimes,” Kimble said. “It’s something they have to weigh.”

“Clearly, people did not know what they voted on when they voted for this,” said Councilman Kevin Kennedy. He called the new bail system “asinine.”

Is New Jersey’s overhaul of the bail system working well? Not if you ask the Belleville Township Council.

The council Tuesday adopted a measure asking the state Legislature to repeal a constitutional amendment New Jersey voters approved in 2014 authorizing an overhaul of the bail system.

Implemented in January, the new bail system determines pre-trial detention decisions on risk factors, including if defendants may re-offend. The previous system relied principally on bail to determine pre-trial release and had an adverse impact on those with fewer monetary resources, bail reform proponents have said.

But Mayor Raymond Kimble, a former Belleville police chief, said pre-trial detention is not working as was expected under the new system.

“They’re letting too many people out and then they’re committing more crimes,” Kimble said. “It’s something they have to weigh.”

The council approved the measure unanimously.

“Clearly, people did not know what they voted on when they voted for this,” said Councilman Kevin Kennedy. He called the new bail system “asinine.”
